The Director of Naval Intelligence presents his compliments to the Secretary of State for the Colonies and with reference to the reported Japanese intention to establish fisheries in the Paracels Islands, begs to enclose a paraphrase of a telegram which has been re- ceived from the D.I.O., Hong Kong.
